The Drents Overijsselse Delta Water Authority (WDODelta) asked Eluxis to support the development of WDODelta’s policy framework. The policy framework serves as the starting point for centralized knowledge sharing within WDODelta. With this framework, WDODelta aims to create a clear and easy-to-use overview of policy development across the organization. To begin, WDODelta wants a solid overview of the policy development process itself, including policy objectives and strategies. This requires a shared methodology for all policymakers. WDODelta also wants the policy framework to serve as a platform through which current policies can be made accessible to the entire organization. In the next phase, WDODelta intends to show how these policies are translated into operational execution within the organization.
WDODelta asked Eluxis to provide capacity and guidance, conduct research, act as a sparring partner, and offer both solicited and unsolicited advice.
Solution
Together with WDODelta, Eluxis further developed the structure of the policy framework. To do so, Eluxis regularly worked on-site at WDODelta. In close collaboration with WDODelta’s employees, Eluxis defined what the policy framework will look like and how it will be used. The collaboration was flexible, practical, and agile, with a strong focus on the end users and the intended use.
Outcome
As a result, Eluxis delivered a functional design for the policy framework, including several use cases that clearly demonstrate how the framework will be used.
Eluxis also provided a description of the shared methodology, including the workflows and document types used to capture policy information.
This functional design was enthusiastically received by WDODelta and its employees. It is clearly and transparently described, making it easy for the entire organization to understand what WDODelta aims to achieve with the policy framework.
Eluxis and WDODelta have now begun the next step in realizing the policy framework.
